Purpose and General Information
The Giles County Public Service Authority seeks proposals from qualified engineering firms for professional engineering services for the installation of a 600kva emergency generator at the water treatment plant located at Bluff City in Giles County. The generator will allow water production during periods of electrical outage. The Authority requires technical services including but not limited to project inspection, bidding/advertising for the general contract, and contract administration.

Request for Proposals: Conceptual Master Planning and Design Assistance for CDBG Planning Grant


The intent and purpose of this Request for Proposal (RFP) is to establish a contract through competitive negotiation for conceptual master planning and design assistance for the Town of Glen Lyn, the Town of Pearisburg, and the Town of Rich Creek in Giles County, Virginia. These services are an important component of a business district revitalization planning grant that the towns have received through the Virginia Department of Housing and Community Development (DHCD) Community Development Block Grant (CDBG) program. The planning grant activities will allow the towns to complete the preparatory work necessary to pursue additional CDBG funding to implement the physical development projects identified through the course of the planning process.

Giles County is located in the southwestern part of Virginia in the region known as the New River Valley. This region takes its name from the New River, the nation’s oldest and the world’s second oldest river, and includes the counties of Floyd, Giles, Montgomery, Pulaski, and the City of Radford. The New River flows through Giles County from south to north, passing by all three towns. The Towns are near other outdoor recreation assets as well, including the Appalachian Trail, the Jefferson National Forest, and a variety of local trail systems and parks. All three towns are small (population from 100 to 2,800 residents each) with a Mayor and Town Council, as well as administrative staff.

The Towns are undertaking a community based effort to invest in the redevelopment of the downtown districts in their towns, focused around outdoor recreation amenities, and strategies that can help businesses in the towns to maximize the economic benefits from visitors to these attractions. As part of these efforts, Giles County (hereinafter, the County) is serving as the administrator for a planning grant from DCHD. Through the planning grant process, community stakeholders will create an economic restructuring plan for the towns, to include specific projects the communities can undertake to improve their downtown districts and encourage business development related to outdoor recreation and tourism.
Giles County is requesting proposals from consultants to provide the following services in order to assist in the following planning grant activities for this project:

Conceptual master planning and design services

a. participate in community visioning activities to gain consensus on community priorities and desired project outcomes
b. identify priority projects for downtown revitalization efforts, including improving blighted properties, improving public spaces and accessibility, improving transportation and layout in business districts (eg, sidewalks, intersection improvements, etc.)
c. identify priority projects to provide connections between downtown business districts and nearby outdoor recreation amenity areas
d. detailed site analysis and preliminary engineering reports on specific sites/properties as appropriate
e. develop budget estimates for proposed priority construction projects and other investments

Work is anticipated to begin in January 2017, to be completed by June 2017.

Position: Utilization Review Specialist

The Giles County Board of Supervisors is now accepting applications for a Utilization Review Specialist. Primary responsibilities will include completing formal assessments of the necessity, efficiency and appropriateness of the services and treatment plan for each individual youth served through Giles County CSA. In addition to the necessary document review, the process will include interviewing the child, family, foster parents (if applicable), and case manager. As necessary, the reviewer will interview service providers and other collaterals. Final reviews will contain the Giles County Utilization Review Addendum and narrative information on the following: A determination of the appropriateness of goals and objectives. A review of progress towards goals and objectives. A review of the appropriateness of assigned services. A review of compliance of assigned services with Giles County CPMT policy. A review of compliance with CSA policy and statute. An assessment of child and family functional strengths. Child and family perceptions of services. Child and family goals. Recommendations for outcome improvement and cost containment. The Utilization Review Specialist will submit the reviews to the CSA Coordinator prior to the FAPT review date and will be present at FAPT each week to offer insight and to explain recommendations to the team.


DESIRED QUALIFICATIONS: A master’s degree in social work, counseling, psychology, sociology, special education, human, child, or family development, cognitive or behavioral sciences, marriage and family therapy, art or music therapy, criminal justice, or public administration and three (3) or more years providing services or oversight to at risk youth OR A bachelor’s degree in any of the above with ten (10) or more years providing services or oversight to at risk youth. Knowledge regarding a children’s services system of care philosophy and values. Ability to maintain detailed confidential and fiscal information in a secure manner. Ability to collect, organize, and report data. Ability to think critically and creatively to resolve problems in the service delivery system. Ability to handle multiple tasks, projects, and responsibilities with various due dates. Excellent organizational and time management skills.


REQUIRED QUALIFICATIONS: High school diploma/equivalent, valid driver’s license and good driving record.

Giles County Community Policy and Management Team

The Giles County Community Policy and Management Team (CPMT) requests proposals to secure Utilization Review (UR) Services for the Giles County Family Assessment and Planning Team (FAPT). The FAPT provides case-level oversight for approximately 80 families with at-risk children in Giles County. Historically, case managers from four child serving agencies have performed UR for their own clients, but the CPMT has issued policy effective January 1st requiring the Children’s Services Act Coordinator (CSA Coordinator) to contract with an independent provider or providers for UR services.

Proposals must be received (not postmarked) by 5:00 on Friday, December 2nd, 2016.
The contracted provider is to begin reviewing cases on Tuesday, December 20th, 2016.

Contracted Provider Responsibilities:
Each family served by the FAPT will receive a quarterly review. There are approximately 80 children requiring review. This number fluctuates, but is expected to increase as the result of a planned early intervention program.

The contracted provider will receive a packet of information from the Giles County CSA Coordinator fifteen (15) calendar days prior to the scheduled review date. The contracted provider will be responsible for reviewing:

  • The Individual and Family Services Plan
  • The Child and Adolescent Needs and Strengths
  • The results of any other assessment, evaluation, or diagnostic
  • Treatment plans from each service provider
  • Monthly and quarterly progress notes from each service provider

Additionally, the contracted provider will interview, at a minimum, the child, family, foster parents (if applicable), and case manager. As necessary, the contracted provider will interview service providers and other collaterals. The completed review must contain the Giles County UR Addendum and information on the following:

  • A determination of the appropriateness of goals and objectives
  • A review of progress towards goals and objectives
  • A review of the appropriateness of assigned services
  • A review of compliance of assigned services with Giles County CPMT policy
  • An assessment of child and family functional strengths
  • Child and family perceptions of services
  • Child and family goals
  • Recommendations
