The Department of Building, Planning and Zoning was established for the purpose of providing construction regulation, land use control, and preservation of wetland areas, for the protection of life, safety and general welfare of its citizens.

No permit to begin work for new construction or other building operation shall be issued until fees described in this section have been paid. The fees shall be affixed at the following rates:
On all building structures or alterations requiring a building permit, fee shall be paid as required at the time of filing application.
