Negotiations shall then be conducted, beginning with the offeror ranked first. If a contract satisfactory and advantageous to the county can be negotiated at a price considered fair and reasonable, the award shall be made to that offeror. The Board reserves the right to reject any or all proposals or to decline the award to any or all Proposers. The submission of a proposal does not by implication or expression commit the Board to enter into an agreement with that Proposer, or any other Proposer. No agreement shall occur until a resolution formally approving such agreement has been enacted by the Board and a written contract has been executed.

A copy of the full Request for Proposal is available on the county website or at the County Administration Office, 315, North Main Street, Pearisburg, VA 24134. All proposals should be submitted via email to or by hard copy at the above address, no later than 1:30 PM on Thursday, March 13, 2024.
