INVITATION FOR BID
SHUMATE FALLS ROAD PAVING
GILES COUNTY

The County of Giles, Virginia is hereby soliciting sealed bids for the paving of a portion of Shumate Falls Road in Giles County at or near Glen Lyn, Virginia. The project is to be completed by December 31, 2023.

The County reserves the right to reject any or all bids or to decline the award to any or all bidders. If the bid from the lowest responsible bidder exceeds available funds, the County may negotiate with the apparent low bidder to obtain a contract price within available funds. The submission of a bid does not by implication or expression commit to enter into an agreement with that bidder, or any other bidder. The County Administrator is authorized by the Board of Supervisors to award the contract to the lowest responsible and responsive bidder without further action of the Board. The County may waive any informalities in the bid response.

This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.

A copy of the full Invitation for Bid including maps, specifications, proposed contract and the required bid form are available on the eVA website (www.eva.virginia.gov) or at the County Administration Office, 315, North Main Street, Pearisburg, VA 24134. All paper proposals must be received in the Giles County Administration Office, 315 North Main Street, Pearisburg, VA 24134 no later than 1:30 PM on Monday, November 27, 2023.

Bidders are required to submit their bid on the bid form included the bid packet. Additional information may be submitted but is not required. No bid bond or payment and performance bond is required. The County will verify contractor license status and authorization to transact business in Virginia prior to the award of any contract.

MBE/WBE firms are encouraged to submit bids. The contract will be awarded to the lowest responsive and responsible bidder. Notice of the award of the contract will be posted on the EVA website and emailed to each bidder. The County anticipates award of the contract no later than December 1. 2023.
